The plot of Chhote Sarkar
The film revolves around Amar Saxena (Govinda), a businessman and the managing director of Khaitan Fans Ltd. One day, he meets a beggar named Jagmohan (Kader Khan), who calls him Rohit and asks him to return home to his ailing wife Seema (Shilpa Shetty). Amar denies being Rohit, but feels sorry for him and gives him some money.
Curious about his refusal, Amar visits the hospital and meets Seema, who claims to be his wife. He falls in love with her, but soon discovers that she and Jagmohan are actually plainclothes police officers who have been assigned to arrest him for the murder of his uncle Ram Kumar Saxena (Avtar Gill).
Amar manages to convince the court that he is mentally unstable and escapes being imprisoned. He ends up in an asylum, where he tries to figure out who has framed him for the murder and why Seema and Jagmohan were so intent on incriminating him.
